Who killed Ian in PLL?

He was pushed from the church bell tower by Alison DiLaurentis after attempting to kill Spencer Hastings, although he survived the fall and later walked away. He was later found deceased with a suicide note. However, the suicide note is revealed to be a fake and composed of A's text messages in later episodes.
